The Irish flag consists of equal width vertical stripes in green, white and orange

You can use coloured sugar strands as I've done or colour the frosting with food dye and spread the stripes on separately

You could make sugarpaste flags to go on as a decoration. You could even just use green, white & orange cupcake cases

If you have a small heart shaped cookie cutter you can cut 3 from green fondant for each cake and place them points inwards to make a shamrock shape like on my guinness cupcakes previously posted

You can frost them green and use rainbow lace sweets and marshmallows to make a rainbow in the clouds as a topper, maybe with a chocolate gold coin wedged in at one end of the rainbow?

Use other coloured sweets like smarties or m&ms to make a rainbow pattern or separate your batter into 6 and dye each a different rainbow colour before putting a spoon of each into a cupcake case and baking

Other ideas are leprechaun hats & pots of gold. How about green velvet cupcakes instead of red?
